Moon Creation changes

Currently this is how the size of a moon is calculated

Size Min = 2000 + ( %Chance * 100 );
Size Max = 6000 + ( %Chance * 200 );

Size = rand (Size Min, Size Max);

so if you have a 98% chance that a moon is created you will get a moon that is between the Size Min and Size Max.

I'm going to be changing it to be relative to the size of the debris field and the % Chance.

I assume this is to help reduce moon destruct chances, which is based on the size of a moon. So will the size of the debris field be on the current battle only, or the total debris around the planet at that time? What will impact the %chance of a moon creation?

Realisticaly the size of the moon based on the amount debri to creat it would be no bigger then Jupiters moon Thebe.
Also what would the orbit be like? Always perfect? Too close or too far? Does it orbit with or against the direction of the planet it orbits? Since the moon is so easy to obtain it should be a PAIN to keep
